ERROR LOADING PRECOMPILED VERSION 2.1

According to the requirements I did install the below server:
win2008 R2 64bit Server with:
with IIS 7 (or higher)
Microsoft .NET framework 4.5
Application Pool
Name=egrm6ktck
.NET Framework version=.NET Framework v4.0.30319
Managed pipeline mode=Integrated
The URL path is: C:\inetpub\ticketdesk2publish
By calling the URL http:\egrm6ktck.gr.avisrac.net I'm getting the below error.

Any suggestions are welcomed

The error indicates that web.config is set to use Sql locabdb 2012, but is unable to connect. Either install localdb, or reconfigure it for whatever instance of Sql server you intended to use. Of you are pointing it to a regular instance, you'll need to setup the database too. Most of that is covered in the documentation here on codeplex.
