How to include more than one AD Group

I want Domain Users and Domain Admins both to be able to be helpdeskstaff, but as it is now, TD will only take one or the other.  Is there a way for it to pick up both groups using the web.config line

Not at this time. One of the work items for TicketDesk 1.3 will address that issue.

The best way to handle this is to create a new AD group and make both Domain Users and Domain Admins as members then assign the new group in web.config. 

For the specific groups you are talking about though... unless I'm mistaken the individual user accounts for your Domain Admin members would also be members of the Domain Users group as well... so if you just  assign domain users in web.config then the domain admins accounts would also be included.
