Ticket search

When using ticket search, it would appear that any closed tickets will not be returned in the results unless the user performing the query owns the tickets. This is the case for both staff and submitters regardless of what is set in the combo boxes. It would be desirable if all the history could be searched by all users, as is with all open tickets.
