If you are referring to "What does  Affects customer" mean?

Simply.  It means that the current problem being reported is having a current impact on the customer.

This system is so versatile you could use in so many different ways.  How about in an aircraft maintenance industry where you had a senior technician that logged tickets for planes and/or pilots.  Well there is scheduled maintenance that a plane must by law follow.  One very simple one is an oil change.  Now of course this is routine maintenance and does NOT effect the customer, however is a ticket went in saying it had a bad gasket, bent push-rod or something that would have an immediate effect.  Then yes it would Affect the customer.

Now if this is a grammar question and you like so many others are being picky.  I provided the following link to show how affect vs effect is used.

Dibblm is correct.

The original text was "Has Impact on External Users/Customers"... but I found the wording unwieldy.

There is no logic with the flag. It is just a bit field stored in the DB.
